abstract:
The restrictions imposed in order to limit the spread of the pandemic and the measures introduced with the National Recovery and Resilience Plan have accelerate the digitalization of public procurement, which until now had been slowed down, despite the supplementary role assumed by administrative jurisprudence, by the lack of a clear regulatory framework, excessive fragmentation of governance, insufficient investment in infrastructure and training, and the absence of widespread digital awareness. New regulatory interventions have accelerated the digitization process, imposing full computerization of the procedures. However, it is necessary a conceptual change, from digitalization to digital transformation.
