abstract:
In 2001 the World Health Organisation adopted the International Classification of Functioning Disability and Health. Then in 2009 the United Nations ratified the Convention on the Rights of Persons with Disabilities. This was a genuine revolution in interpretative categories, norms and language. Nevertheless, only half of people with disabilities have a job while 52% feel discriminated against. The European Union is a contracting party to the Convention and it is from the international treaty that the EU institutions have drawn the lines for the Strategy for the Rights of Persons with Disabilities 2021-2030. The essay reviews the instruments made available to combat multiple disadvantage: AccessibleEU, the European Disability Card, the CERV programme, the Commission’s recommendations. The aim of such measures is to ensure social protection, inclusion, equal opportunities and fair working conditions.
